Mr. Ovelton Malone - Board Chair
Mr. Malone is the board chair for Mile High Kids and Community Development, Inc and founder of a family services organization in Franklin, Virginia; LEVOC Family Services, LLC. The organization was founded in 2008. LEVOC Family Services, LLC provides families in the Hampton Roads area a community mental health support program with intensive in-home services, home based services, various psycho-educational and treatment groups, gang intervention services and professional consultations.
Mr. Malone is an alumnus of the STOP Organization Head Start and attributes his success in life to Head Start. He is indeed a role model for Head Start children and families. He grew up in a low income family and knows first-hand what some of the families Mile High Kids and Community Development, Inc. serve. Mr. Malone brings expertise in family services, business management, and mental health intervention to the Mile High Kids and Community Development, Inc., Board.
Mr. Billy McCaa
Billy Andrew McCaa enlisted into the United States Navy in July 1982. Billy reported to his first duty station, USS Arthur W. Radford (DD-968) home ported in Norfolk, VA. He rose from the rank of Seaman to Petty Officer First Class and then to Recruit Company Commander in 1988. He was promoted to the rank of Chief Petty Officer during this tour. His final tour of duty was the USS Mitscher (DDG-57) where he achieved the rank of Senior Chief Petty Officer and served as Weapons Department LCPO. He retired in May 2005 after 23 years of service.
Mr. McCaa brings his expertise in general contracting, real estate, and facilities management to the Mile High Kids and Community Development, Inc. Board of Directors. Currently, Billy is a licensed Real Estate Agent since November 1995. He continued his education in the Real Estate industry and became a licensed Real Estate Broker in August 2001. In February 2005 he established Future Investment Enterprises Inc., a subchapter ‘S’ Corporation specializing in buying and managing real estate for investors. Billy also established M&S Concepts in 2006. M&S is a disabled veteran owned small business and Class A contractor specializing in construction and renovations for the Veterans Administration and other government entities. Billy and his family reside in Virginia Beach, VA.
Mr. Joe Dillard, Jr.
Joe W. Dillard, Jr. is a millennial leader who strives to create positive change in the world with the purpose of leaving the world in a better place for future generations. He is currently the External & Governmental Affairs Liaison for Hampton Roads Transit and participates in policy advocacy at the local, state and federal level.
Mr. Dillard received his Bachelors of Arts Degree in Political Science from Norfolk State University. He also completed Political & Emerging Leaders Programs at the University of Virginia Sorensen Institute of Political Leaders.
In November of 2014, he was elected President of the Norfolk Branch NAACP, becoming the youngest branch president in the United States. Mr. Dillard is also the youngest Worshipful Master of his respective Prince Hall Masonic Lodge (Blooming Light Lodge No. 132). Mr. Dillard currently serves on the Norfolk Redevelopment & Housing Authority Board. He has served on the Mayor’s Commission on Poverty Reduction, Mayor’s Commission on Climate Mitigation and the Governor’s Toll Relief Committee.
In 2014, Mr. Dillard was honored as a Hampton Roads Living Legend by the City of Norfolk for his impactful work in the community. Mr. Dillard was recognized as an “Agent of Change” on WVEC Channel 13 in 2016. Mr. Dillard was ranked number eight in the Historical Black College & Universities (HBCU) Top 30 under 30 in its 2016 rankings. He was also nominated as Inside Business Top 40 Under 40 in Hampton Roads in 2018.
Rev. Jason Knight
Rev. Jason Nathaniel Knight, is a native of Chesapeake, VA, and is the Pastor of the Historic Mount Olive Baptist Church in Virginia Beach, VA. Pastor Knight asked the Lord into his life on April 20, 1998, while attending First Baptist Church South Hill, under the leadership of his mentor, friend, and pastor, Pastor Michael R. Toliver. Soon after, he became involved in the ministry by becoming active in the Youth Department, the Mass Choir, and the Male Chorus. Pastor Knight was licensed to preach the Gospel on July 19, 2008 and served in youth ministry as a youth worker and youth minister for several years.
On May 18, 2014, Rev. Knight was called and elected to the office of Senior Pastor of Mount Olive Baptist Church. Although he has not been in the Pastoral capacity long, both members and Pastor are excited about what the LORD has and will produce, out of the ministry and leadership of Rev. Knight. Pastor Knight’s vision for Mount Olive Baptist Church is to Regain the Lost, revive the church, and live a life of renewal.
So far, In his short tenure, Pastor Knight was elected “2015 Clergyman of the Year” for the City of Virginia Beach and the Virginia Beach Interdenominational Ministers Conference. He was also nominated for election to be 2nd Vice President of the Virginia Beach Branch of NAACP, and in August of 2017 he was elected to The Board of Directors for The Mile High Kids and Community Development Incorporated., an organization in conjunction with the Headstart Community and Development Organization. Pastor Knight believes that the kingdom of GOD will be advanced throughout our families, communities and ultimately the world through authentic worship, meaningful fellowship, biblical discipleship and outreach. Pastor Knight has received his Associates Degree in Biblical Studies and will complete his Bachelors of Theology from Andersonville Theological Seminary in Camilla, GA in 2018. Rev. Knight has been groomed and feed by awesome men and women of GOD to teach and preach the unadulterated Word of GOD, and along with his wife, First Lady “D”, Denise Knight, he believes that we can reclaim a lost generation, by showing GOD’s unfailing, compassionate, and all-consuming love.
